释义	國統綱領 guó tǒng gāng lǐng中华民国政府在民国八十年为解决中国统一问题所提出的战略设计，是制定大陆政策的指导原则。内容分为前言、目标、原则、进程四部分。进程又分为近程、中程、远程三阶段。主要的精神在于：一、坚持和平统一中国的政策目标；二、以「一个中国两个政治实体」的架构处理两岸关系；三、和平渐进。统一没有设定「时间表」，而是经由有程序的交流建立统一的共识。全称为「国家统一纲领」。
