释义	散利 sàn lì古代十二荒政之一。指遇到凶年官府借給百姓種子和糧食。散利，貸種食也。《周禮．地官．大司徒》鄭玄注引鄭司農曰豐時斂之，凶時散之，其民無者，從公貸之，或為種子，或為食用，至秋熟還公，據公家為散，據民往取為貸，故云散利。《唐．賈公彥．疏》故周禮除盜賊而必先之散利，其亦有鑒于斯矣。《福惠全書．卷二七．荒政部．除盜》
