释义	清桿運動 qīng gǎn yùn dòng民国八十一年八月，由行政院长郝柏村主导的为期二个月的运动。旨在清除架设在电线杆上的有线电视电缆，让台湾的电线杆「恢复青天」。在民国八十二年底有线电视暂行条例通过以前，有线电视的经营一直处于『第四台』的地下时代，政府屡有取缔行动。
