释义	甘陵部 gān líng bù初，桓帝為蠡吾侯，受學於甘陵·周福，及即帝位，擢福為尚書。時同郡河南尹房植有名當朝，鄉人為之謠曰：‘天下規矩房伯武，因師獲印周仲進。’二家賓客，互相譏揣，遂各樹朋徒，漸成尤隙。由是甘陵有南北部，黨人之議，自此始矣。《後漢書•黨錮傳序》此為士大夫樹黨之始。後成典實，用以泛指朋黨。
